Eriogonum strictum var. proliferum

This spreading buckwheat variety is a slow-growing native perennial best suited to rocky, well-drained slopes and open scrubland gardens in the Intermountain West. It is fairly undemanding once established, tolerating lean soils and needing only occasional watering. Plant it in a sunny to partly shaded spot and avoid overwatering, which can cause root rot.
