Eriogonum umbellatum var. subaridum

Subaridum Sulphur Flower is a compact, mat-forming perennial native to the arid slopes of the southwestern United States, ideal for rock gardens, dry borders, and native plant landscapes. It thrives in lean, sharply drained soils and full sun; avoid rich or consistently moist soil, which can cause root rot.
